This month, the Circuit Court officially dismissed our lawsuit over 1501 Perryman Road after the developer voluntarily withdrew its grading permit. 3P Protect Perryman Peninsula did not oppose the dismissal—but let’s be clear: this is not the end of the story.
➡️ This marks the second time 3P has been forced to turn to civil litigation to protect land use and water safety in Perryman.
➡️ We remain deeply concerned about Harford County’s pattern of approving unlawful post-construction expansions—particularly those violating the Wellhead Protection Overlay District.
➡️ And we’ve made it clear in the public record: if the County or any developer attempts to bypass the law again, 3P will act.

No more trucks. No more fencing. No more creeping impervious surface threatening our aquifer. Just green, open land—mere steps from St. George’s Episcopal Church (Spesutia Church), Maryland’s oldest Episcopal parish, founded in 1671.
How We Got Here: A Timeline of Action
Summer 2023
🔹 The property owner’s plans to build a parking lot on the only remaining impervious surface at 1501 Perryman Road is approved. The parking lot will provide 45 tractor trailer spaces.
Fall 2023
🔹 The developer quietly pushes forward—until community members raise the alarm at a Harford County Historic Preservation Commission meeting.
🔹 It was only after 3P raised the concern that the County acknowledged its oversight and issued a Stop Work Order on December 19, 2023.

🔹 3P files a Verified Complaint, citing illegal impervious surface expansion and threats to the Perryman aquifer, which supplies 30% of the county’s drinking water.
May–June 2025
🔹 The developer files for voluntary dismissal.
🔹 3P submits a formal statement of non-opposition, while warning the County to correct its broader permitting failures.
July 1, 2025
🔹 Case dismissed. Fence removed. Community prevails.
