Council District B Candidate Statement – Stephanie Flasch (R)

As a candidate for Harford County Council District B and through my work as a
community advocate with Friends of Harford, I value and am inspired by the work
Protect Perryman Peninsula (3P) has done to advocate for the Perryman community
and help residents stay informed and involved in decisions affecting the future of their
communities.

Many of the priorities reflected in the 3P Vision align with the work I have supported for
years through Friends of Harford, community organizations, boards, and local advocacy
efforts. Those priorities include protecting neighborhoods from incompatible
development, strengthening infrastructure and long-term planning, preserving open
space, environmental protections, and natural resources, and ensuring residents have a
meaningful voice in decisions affecting their communities.

I believe growth decisions should reflect infrastructure capacity, environmental
conditions, long-term sustainability, and the voices of the communities most affected.
Harford County can continue to grow without sacrificing the quality of life, natural
resources, and community character residents value.

Harford County’s 2026 Master Land Use Plan will play an important role in shaping
future growth, infrastructure, environmental protections, and quality of life across the
county. Community planning should carefully consider how development impacts
surrounding neighborhoods, infrastructure capacity, environmental concerns, and
existing communities. Residents deserve early involvement in the planning process,
clear communication about what is being proposed, and confidence that decisions are
being made with the community’s long-term interests in mind.

I also believe Harford County should continue evaluating whether economic
development incentives are supporting redevelopment in appropriate locations while
balancing environmental protections and impacts on existing communities. The county
should continue discussing future land use priorities, sustainable economic
development, and support for local businesses, agriculture, recreation, tourism, and
responsible job growth.

I am committed to protecting the quality of life residents value, planning responsibly for
the future of our communities, and preserving the natural resources, history, and
community character that make Harford County such a special place to live.
