Council District F Candidate Statement – Anthony Lyon (D)

I’m grateful to the 3P Steering Committee for selecting me as a recommended candidate for the
2026 primary election. Though my district encompasses just Bel Air and Abingdon, we are one
county. During the 2022 campaign season, I got to know your community by walking up and down
Perryman Road, Spesutia Road, Park Beach Drive, and more knocking doors for 3P recommended
candidates. It was readily clear to me even as a new Harford countian that Perryman had been
overburdened and ignored for too long. I couldn’t understand why our leaders allowed this.

Engaging the community for input and collaboration before and during the development process
is paramount. The success of 3P is an example of what’s possible when concerned citizens organize
and demand better. I know that there’s still work to be done, not just to prevent further
development, but to rectify what overdevelopment has already wrought. Our House of Delegates,
where I want to represent you, has a part to play in this. This past legislative session, Delegates
Andre and Steve Johnson sponsored the CHERISH Act. Had this bill passed, it would’ve required
additional permitting for construction in underserved communities like Perryman where public and
environmental health are at risk. I’d like to join the Johnsons in reintroducing this bill in 2027 and
fighting for its passage. Also top of mind for me is securing state funding to update Perryman’s
and Harford’s aging and strained infrastructure, like our roads and water systems.

I look forward to working with you to protect the Perryman Peninsula from further abuse and to be
proactive about preventing other communities in Harford from being treated as it has been.
