Residents to Rally Again on April 8, Urging Council to Amend Bill 25-002 and Rezone Mitchell Farm
PERRYMAN, MD – Following a powerful showing at the April 1 zoning hearing, members of the 3P Protect Perryman Peninsula coalition and concerned Harford County residents will return to the Harford County Council chambers on Tuesday, April 8 at 6:00 PM to deliver final testimony in support of a zoning correction for the Mitchell Farm and surrounding Perryman parcels.
Community members are urging the Council to amend Comprehensive Rezoning Bill 25-002 to include a downzoning of these parcels from Light Industrial (LI) to Agricultural (AG)—a change that would better reflect the area’s infrastructure, environmental sensitivity, and long-standing rural character.
At the center of public testimony is Parcel F-002, a proposed upzoning from AG/B1 to Commercial Industrial (CI) in District F. Advocates argue that this application sets a dangerous precedent and deepens the imbalance faced by Perryman, which already carries a disproportionate share of Harford’s industrial footprint.
“At last week’s hearing, we heard from local homeowners, business leaders, scientists, veterans, and public safety advocates,” said Paul Fallace, President of 3P Protect Perryman Peninsula. “Each brought a unique perspective, but the message was unified: Perryman has given enough. We’re asking the County to act now to protect this land—and the people who call it home. We hope to see even more voices step up on April 8.”
“We’re not asking for special treatment—we’re asking for basic infrastructure to be part of the conversation,” said Ronnie Stuchinski, a Perryman resident and core member of the 3P team. “You can’t keep adding industrial zoning to a community with no new roads and no emergency access—especially when it’s sitting on top of drinking water and wellheads that haven’t been studied in 30 years. Zoning should reflect what the land—and the people—can actually handle.”
Supporters are encouraged to attend in person and wear teal to show solidarity.
Doors open at 5:15 PM, and speakers are strongly encouraged to arrive early to sign in and secure a spot to testify.
