To the residents of Perryman and the Protect Perryman Peninsula community,
First, thank you to the 3P Steering Committee for the opportunity to advocate with you for the future of Perryman and Harford County.
After spending time and hearing the concerns surrounding the continued industrial expansion and coming to understand the long-term impact unchecked growth can have on communities, I am with you. I believe Perryman has reached a critical point.
Quite simply, not every acre of Harford County needs to be developed.
Perryman continues to carry a disproportionate share of industrial growth for quite some time while many residents have felt their voices, quality of life, infrastructure concerns, environmental concerns, and community identity were pushed aside in the process. I couldn’t agree more, your concerns are shared by me.
I support a significantly more measured approach to future growth in Perryman.
That means really prioritizing the preservation of remaining green space, protecting environmentally sensitive areas and waterways, reducing additional industrial expansion pressures on residential communities, and ensuring infrastructure and public safety are not continually asked to play catch-up.
I believe the people of Perryman deserve:
- Safer roads and less industrial congestion.
- Better protection of waterways and natural resources.
- More accessible green space and recreation opportunities.
- Thoughtful planning that puts residents before outside interests.
- Greater transparency and community involvement before major land-use decisions are made.
Economic development matters, but unchecked growth without balance and community input comes at the expense of the very communities Harford County is supposed to protect. Responsible leadership means recognizing when enough is enough.
I also believe preserving Perryman’s character, history, and open space is not anti-growth, it is pro-community which I value deeply.
As someone who has spent decades leading large organizations and solving complex operational challenges, I understand the importance of balancing economic realities with long-term impact of one’s quality of life. My approach has always been rooted in servant leadership, transparency, and common sense.
You may not always agree with every decision I make, but you will always understand the “why” behind it. All of our elected officials owe that to you.
If elected to the Harford County Council, I will advocate for responsible land-use policies, infrastructure-first decision making, stronger community engagement, and a future where Perryman is no longer treated as a place expected to absorb endless growth regardless of the consequences. I will also vehemently oppose any potential plans for data-centers in Perryman that may come up during the term.
Thank you again for the opportunity to participate in this initiative and for your commitment to protecting the future of Perryman and Harford County.
Jay Evans
Candidate for Harford County Council – District D
